The way I see it, it's all about money.  New pianos are grate however
when you can't get the money its time to do what you can with given
funds. After all a fixed piano is better than no piano.

Hi Wim

If it is "new everything" including soundboard, bridges, pin block and
action, why would it be less special than a brand new piano? I suspect
with
a top rebuilder it would be "better than NIB" from Steinway.
