My theory is, as you are pulling the note up the capo is pushing  stuff like dirt and corrosion along the string and when you stop it leaves it in a pile on the string. The only way to avoid running over these piles is to pull the string all the up to your max overpull the first time. Then the string is evenly cleaned off. On old or questionable strings I liked Eds advice, 8 cents overpull. 
Of course with tight tuning pins like on a Baldwin, the raise in pitch of the string before the pin turns can be extreme. Learning different hammers techniques is helpful. I like the smooth pull because it seems like when you have the friction broken loose, let it slide!!!
