Assuming even centers friction... you can get plenty even enough by
feel. But if you want to get really into it, there are several types of
gauges available to measure this kind of thing.
I generally pull the spring well back and check the damper center by
feel to see its in the ball park, no wobble but easy movement, and then
set dampers by feel. You could probably use a downweight measurer easily
enough if you took the appropriate considerations to the rest of the action.

I know how to reduce or increase the tension it is getting it even
that I'm wondering about...some sort of gram gauge pulling on the
damper? Maybe it is simply trying to pull the spring towards you
the same amount for each damper?
