What is budgeted on paper and what makes it to actual maintenance is the slight
of hand on the part of the administration. It's PR smoke and mirrors. 
Rating piano
overall quality is subjective and would be a nightmare to quantify. 
CAUT already
has an evaluation format, maybe that could be utilized.

Then there would be pressure from the admin for a favorable report, then there
would need to be a CAUT committee to verify the stats.
