Regarding the "line cord", which is actually called "trick line" or "tie line", it actually works to stabilize an easy rolling 2" caster, on a flat floor.  Of course, if the piano is located on a ramp, or if you are playing piano-bocce (or curling, or shuffleboard), or it it is otherwise in motion, trying to apply this method is not recommended.  Otherwise, a flattened pinky would seem an unlikely outcome.  Toes? That's another story. As for Ron's comments about judicial inequality, I'd look for someone to run for office on a platform "Flat rates for Flattened Pinkies!" I just don't know what office.
