If you do that you will change the action spread, and the whole spatial relationship between the wippen and knuckle/drop screw. Unless the wippen rail is so low as to interfere with the movement of the back of the key, my interpretation would be not that the rail is too low, but that the heel is too tall. Perhaps a solution would be a "universal" wippen with a shorter heel. Also, while having the capstan on the line at half blow is the ideal, I believe I have heard it said in a convention class that as long as the capstan hits or crosses the line sometime during its movement, you're probably OK.
