Rebuilder Classification

To All:

Am I correct?  It seems to me that some years ago a committee was formed to
investigate this very subject.  Subsequently the committee was dissolved
because it was unable to create an acceptable definition of rebuilding.

If we cannot define rebuilding, how can we create a rebuilder classification?
