Ben in Cuba

It seems to me that there is some agreement between the US and Cuba on the
exchange of artistic talent -- going through the State Department,
arranged by them, musicians go to Cuba to perform and, I believe, some Cuban
musicions come to the States as well. That being the case, and since what
we do with/to/for pianos is often considered an "art", has anyone given
any thought to approaching the State Department to see if they would
facilitate a means of exchanging this "art"? It would seem to me that if
there are American musicians going to Cuba to perform, why not other artists?
