If it is not possible to remove the damper lever from the piano you might
consider:

Unpinning the top flange from the lever but propping up the adjacent levers to
get tools in.

If the wire broke below the surface of the top block use CA glue to secure wire
in the hole.

Drill out the broken off piece.

Get a best match top flange and cut out the old and pin in the new.

On some top flanges the wire hole was drilled all the way through.  This
suggest a number of possible approaches.

If all else fails take it all out and do it right.
