On developed Pitch:

I no longer have the article, but if my memory serves me right it was in
a Music Educator's Journal years ago. Research in Britain indicated that
if a child is between three and three and a half, has the type of tonal
memory needed and is around instruments in tune, absolute (perfect )
pitch is developed at this time.
