It is more likely that the damper levers need adjusting.  If they are too
fast or too slow they will not engage the sos blades properly.  It seems to
me that I remember that the brackets are screwed into the belly rail with
masive bolts and are not adjustable; or am I thinking of another piano design?

PS  If the brackets are not of the mentioned design then you bend the brackets.
