I had a D.H. Baldwin with the same problems, even after regulation and
lubrication, the action down weight was anywhere from 60 to 74 gms...
upweight was all over the place.
The Problem seems to stem from poor regulation procedures in the factory
(probably Samick)  It seems the keys were weighted and the key bushings
and balance rail holes had never been eased sufficiently to let the key
move as freely as they need to.  This caused a severe problem with where
the key weights had to be place to get the action to repeat.  The
up/down weight ratio/difference was no where even near to what it should
be and of course the action was almost impossible to play.
The remedy ended up in going back to basics and properly easing the
keys  etc, reweighting including: 1. removing a lot of excess wood from
the hammers (they were too heavy as well) and 2: removing a lot of lead
from the wrong places, repairing the keys and then installing the
weights in the appropriate places.
Results were above acceptable, customer was happy, and willing to pay
for the extensive work, but very unhappy with the dealer that sold her
the piano because he refused to do anything about it other that offer
her another piano (at much more money) with this one as a trade in.

Result a satisfied customer for me and a VERY unsatisfied customer for
Baldwin.
