This should say: The PTG tuning test says that you cannot be more than 
_3_ cents off before
failing the pitch section.  

The scoring of the pitch section of the exam is a bit complex.  An error 
on A4 of 1 cent or less in either direction (as measured against 440 Hz) 
yields a perfect pitch score of 100.  An error on A4 (as measured against 
440 Hz) of 3 cents in either direction yields a pitch score of 80, the 
lowest passing score.
