Hi, Ed,

THose are light hammers.  Get some 1/8" solder and drill a hole or two
through the molding and insert the solder in the holes then try the
tone.

How big is this piano and have you tried other hammers on it to see how
the tone may change?

It is possible to get a bad set of hammers from time to time.
