Fred, I think I need to jump in here.

By the time one gets to the point where this is a useful test one is
well into the temperament.  A difference in the beats indicates a need
to reevaulate the work that has gone before.  Where one can make
adjustments to close the difference without compromising the entire
whole.  Usually this indicates a need to look for too fast or too slow
fifths.

It is less a diagnostic as it is an evaluator.
