Another tool that is very useful in removing tight actions is the small 5" or
6" vice grips. Turn the adjusting nut so that the jaws are wide apart, and
using it upright and upside down, put one jaw on the end of the action bolt
and the other jaw on the action frame and squeeze, adjust, squeeze. It acts as
a strong but sensitive vice, pulling the action frame to the end of the bolt.
That is generally all that is needed. 

For multipurpose use tools, the vice grips is certainly a contender, if not a
champ.
