Hi Lance,
Make the first hole with an awl, tension the felt along the
line of the hitch pins tap the felt with a hammer as you hold it over the
pins, it will punch a neat hole. drill a clearance hole in a piece of 1"
dowel so you can snug the felt close to the plate as you go, does a factory
perfect job.
