Two methods, one procedure.
Take you felt and lay it over the hitch pins and sand away the felt just
like making a paper pattern. Push the felt down onto the pins whey you
get a hole in it.
You could make a paper pattern and duplicate it on a piece of felt, but
that would be time consuming and difficult.
