This is not impossible, just difficult.  At the final phase of my
students I asked them to tune just such a temperament, for the
experience, the challenge and the information.

Do not use any fourths or fifths, doing so is cheating

Start a A3 and tune F3 wide to about 7 bps.
Tune D4 to F3 about 9 pbs.
Tune A# 3 to D4 11 bps.

Continue on down a third, up a sixth and down a third until the
temperament is completed.

I learned this procedure from Steve Fairchild years ago.
