Is this common?

I'm assuming that you mean that there is no lost motion and that the jack
returns to the butt felt after a soft/slow blow.  If this is the case, then
the problem was probably preexisting.  I cannot think of how the rails,
brackets, or cabinet could have shifted and yet still give good capstan
adjustment.  

Again, are you sure it was NOT the nameboard felt?  

Did you look at the balance rail punchings?  It would be improbable, but
possible that insects could have eaten balance rail felt.  I've seen it in
a couple of newer pianos, too.  But, then this would give you lost
motion......BUT, a tech could have come along and corrected just the lost
motion without replacing the punchings...
