All things being equal, they have the 'potential' to perform at the same level.
The performance of any action built in 1924 will depend much more on its current
condition than on its original manufacturer.  If it is in good condition and is
well regulated it has the potential to be a very good action.  If not, it could
well be like playing on a modern keyboard.

Just a reality check here...The piano you're purchasing may well be beautiful and
it may well be a great piano, but it is not likely to be "A complete rebuild."  A
really complete rebuild would cost well over $9,000 all by itself.
