Non-regulatable dampers

Arlie:
    I have had experience that the spoons were loose in the whippens,
and would turn, thus upsetting the spoon regulation.  You would have to
remove the action to see if this is the case.  Also, look at the felt on
the damper lever.  It may have deteriorated or torn where the spoons
contact it.
