Before diving in and doing the whole job, pick out the worst offender and
see if replacing the felt remedys the after ring.  If it doesn't, check
that lifting tray and make certain it is not interfering with with the
downward fall of the damper underlever.

Another possibility could be sluggish center pins in the underlever section.
