The fogginess or  blushing is moisture being trapped in the shellac as it
dries.    Either too much in the air or too much in the shellac.  Toss the
shellac if that is suspect.
Solutions are three as spelled out by Bob in his excellent book, ISBN
0-87596-734-5 paperback, quote:
1. Try letting the shellacked surface dry overnight. Often the moisture will
work its way out on its own.
2. On a dry day, spray, brush, or wipe straight alchol onto the surface. The
alchol will soften the shellac and draw the moisture out.
3. Rub the shellac with sandpaper or steel wool to cut through the blush.
