Why not to tune a piano?

We have the same thing happening in our Quebec Chapter.
A very good rebuilder for the last 15 years, but he doesn't want, and
doesn't need to learn to tune. Why not simply create the RPR title?
Registered piano rebuilder. Is it too simple?
