Hi Charley: It sounds like other people have had success with reinstalling the rail with the action in the piano. I've never tried it but with the action out of the piano reinstalling a drop lifter bushing rail is a simple task taking only a few minutes using the following technique. 1. Place action on edge of bench so drop lifters hang straight down over edge. Have a few small spring clamps in reach. 2. Place the rail underneath the hanging drop lifters, making sure it is positioned correctly so when you swing the whole assembly up it is facing in the correct direction. Starting at one end with the rail slanted slightly down toward the opposite end, begin inserting each drop lifter pin one at a time and in order into the bushings, continue in this manner, slightly raising the opposite end as you go along. The pins will eventually be resting on the rail, from behind the lifter use a finger to knock the lifter pin into the bushed hole. 3. Once you are 1/3 to 1/2 way completed attach a small spring clamp to one of the protruding pins to stabilize the already completed work. 4. After inserting all drop lifter pins simply push up on the rail to insert all pins farther into the bushings, attach a few more spring clamps to the protruding pins, and swing the rail and lifters to the upright position. Secure the assembly to the action brackets and you're ready to reinstall the action. Have fun. Doug Mahard
