Why not to tune a piano?

It should be of interest to know that one of the reasons the PTG got it's act 
together to organize the PTG exams back int he earluy 80's, is because there 
were rumors that the government was going to license piano tuners. The Board 
felt that if the government was going to do something like that, if we had a 
viable and recognized testing program in place, the government would use it, 
instead of creating a new, and possibly, very bad one.
