Hi Terry,
              Sounds as if you have a mis match set of shanks and wippens.
You will find Wally Brooks very helpful in this dept. if you are planning
on replacement parts.
 
You have some major friction problems, most is probably caused by the
wippens. Since you mentioned verdigris.
Remove a wippen, and re centre pin it for correct operation, next remove
the rep spring from the slot , burnish and lub the slot,  polish the tip of
the spring. Sliding friction in this area is often over looked, and can
give you similar weight readings.
Check the key bushings, for condition and friction.
Rub some teflon powder on to the knuckle, the recheck the DW/UW.
You only need to do a few wips to gain a lot of useful imformation as a
diagnostic tool.
