Hi Terry,

The laws vary from state to state.  I would guess it would be something like
the "Florida Department of Revenue" or some such agency that would be able
to give you the scoop, or at least point you in the right direction.

Here in Pennsylvania, it is required that we charge sales tax on both goods
and services, with some notable exceptions for food and clothing.  However,
here, it is only required that the end user of a product pay the sales tax.

There is a particular form that we are supposed to keep on file which
supposedly gives official confirmation that the 'taxless' transactions are
appropriate.  I would suspect that Florida is similar.

I would hope that if you are familiar with what the law is in your state,
that you would be able to 'guide' your refinishing contractors in the right
direction.  From their point of view, they probably can't see who the end
user is, so it would tend towards some confusion.
