Although I'm not quite clear on the original question, I've found that
sluggishness on upright pianos in general is due to tight whippen
centers.  Even if they fall of their own weight and seem loose, take one
off the rail and test it for grams of friction.  It helps to have one of
those guages to test the friction.  I've found most of the time, this is
what the problem stems from.
