 I just dawned on me that some models of Kimball (Juarez models I think) had 
exactly this same problem...or at least the symptom you describe is the same. 
As I recall the problem on these particualr model Kimballs was the let off 
rail being too close to the jack and causing the jack to "bind". 
Just a thought.
