Hi Rob,
            Since the keystick, and jack centre, has been well covered, and
no cries of "BINGO".
 The wippen has moved over or rotated so that it is clipping the adjacent
knuckle.
A warped or unglued balancier post, can cause wippen A to raise wippen B by
the drop screw pads rubbing.
Knuckles deformed, or out of position, rubbing together.
