Pinblock dope cleanup

You are likely dealing with rust.  Try cleaning the plate
with TSP (hardware store( with rubber gloves and eye
protectors.  Clean as much off as will come off then use 220
to smooth it then paint.  Darned stuff leaves a mess behind
besides ruining a pin block.
