Question about tuning pins and strings

Once the strings pass by the agraffs or V bar, they do not effect the sound 
of the piano. In many pianos you will see felt underneath the strings in the 
this section, that deadens the vibration.  Since you noticed that all 6 
pianos have the same problem, you can demise that all pianos have the same 
condition. I have never had a problem with this in all my years of tuning. 

Any one else out there see this as a problem?
