Judy, List,

This can make the tuning of some unisons somewhat difficult at times,
particularly when the strings themselves are touching one another.  This
can occur in the tenor and bass areas as well.  Brian described it quite
well.

No.  Only some brands during certain production years show this
misalignment of tuning pins and strings.
