Correct me if I'm wrong, but I don't think most pianists totally lift their 
foot from the pedal at modulation. Generally, there is slack in the sustain 
pedal (about 1/8") to allow the foot to rest on the pedal before the dowel 
begins to lift the tray, or in the case of an upright, before the rod lifts 
the lifter bar under the dampers. Does this sound right, or did I misread 
your note?
