Why?

The damper springs do add extra force to the wippen,
through the spoon and thus to the key, assisting key return.
Problems with key fitting will therefore be more pronounced
with the sustain pedal depressed.
After installing a new set of key bushings, I always
find some tweaking to do with the pedal down, that
would not be evident if the damper springs were
assisting the return.
