How about 75% of the fee, less the difference between member and non member 
registration at seminars attended and or products bought at the reduced rates.
I know it is starting to sound complicated, but if we are that sure no one 
will ask for their money back, let's try it for a couple of years, and see 
what happens. 

Board members, is this something that could be put on the Council Agenda as 
an emergency measure? I think since the idea is fresh now, if we wait until 
next year, we will have forgotten all about it.
