Use wall paper stripper diluted with water per the instructions. Use a hypo oiler to lightly saturate the cloth and after a short time it will peel off with no trouble. You can actually apply the stripper with the dampers still on. Just apply it around the damper where it connects to the head. The stripper will wick through to the center and into the underfelt and the whole thing will come off easily.
