Put some dry glue in a small container, a baby food jar, and put enough
water in it to just barely cover the glue.  Allow to stand for enough
time for the water to be absorbed then heat the jar in a water bath. 
When it is all melted add enough water to get the consistency you want.

Use as you desire.

When you are done put a seal over the jar and allow to cool.  When you
need it again you can remelt the glue in a microwave for about ten
seconds, heat and add water as needed.

To prevent excessive evaporation take a lid and drill a hole in it just
large enough to pass a hammer shank.  Sand a screw driver type point at
one end of the shank.  when you remove the dowel the excess will be
wiped off by the rim of the hole but leave enough o use for most small
gluing purposes on the flats of the shank.  You need not worry about
skimming, crusting, or thickening of the glue because the shank plugs
the hole.
