I recommend trying Dave Schwartz, owner of Majestic Piano in one of those twin cities. He is in the PTG Directory. Dave teaches a hands-on summer tech course with Randy Potter, is an amazing tuner (most any tuner I have watched tune a piano is boring - his tuning process is a PERFORMANCE!), and has a great shop. He is really top-notch.
