I don't know if people are responding to this off list, but here's my 2
cents.  If you relead the keys in the current configuration to achieve a 38
BW you will end up with the following front weights:

1        51.8
15      49.2
21    45.6
22    49.9
23    36.4
40    37.6
49    28.4
50    32.9
51    32.1
61    25.5
69    24.8
70    28.2
71    21.3
80    15.5
88    15.1

Those are substantially too high and will leave a very sluggish feeling
action.  I assume that the bass break occurs at note 22/23.  The SW's are at
the very high end and if they are to  be left there, then assist springs
throughout makes the most sense to me.  What is the knuckle radius.  I
assume it is 17mm which probably means you can't move it out to 18 or move
the capstan improving the KR without compromises in dip or blow or both.
You could take some weight off the hammers but I find it difficult to do
that cleanly with the hammers on the shanks--though some others seem to have
no trouble.  Moreover, it's a lot of weight to take off, 2 grams to get you
in the ballpark with the FW's.  I would opt for the assist springs.  Relead
the keys for a 50g BW and use the assist springs for anywhere from 10-14
grams depending on your BW goal.  That will bring your front weights safely
under FW maximums outlined by David Stanwood.  And, of course, resolve the
friction problems to avoid measurement error and to smooth out the up and
down weights.
