Unfortunately this varies -- a lot!  One of our teachers here has a
7/8 keyboard for a Steinway D made to be installed in any Steinway D.
 It has adjustments on EVERYTHING.  One of them is the damper lifter
felts.  It can be adjusted up or down quite a bit to accommodate
different pianos.  Steinway probably has a specification for this,
but from my experience it seems to be widely ignored.
