The SAT, better than 1/10 cent. The 1/10 cent is easy because it is displayed in the window and you just more-or-less stop the rotating lights. You can go better than 1/10 by getting two sets of lights to brighten, and adjusting pitch to hold it there. Pretty hard to quantify at that point though - but lets say easily 1/20 a cent. I have heard folks saying 1/100 cent, but I'm not sure how they arrive at that exact figure - I don't really think you can quanify it like that when the result is based on a personal opinion of rotating lights.
