I wonder if the CA glue might have caused the sandpaper to "wad up" in the 
hole. You could use steel wool instead of sand paper or you could use a 
larger sized tuning pin....maybe 4/0. Make sure you place a "jack" under the 
pin block and drive the pin in to within one to two turns of pitch. It will 
work. Remove the old pin and clean hole and start over. This ain't no hill 
for a climber.
