Collard and Collard

Happy Halloween!  I just took on a rewhatever of a Collard and ditto job.  It's 1878 as near as I can tell.

I plan on refinishing? the sound board and Plate? in situ.  I don't see any way to remove the pieces of the sectional plate.

It's a half step flat now. I will rescale and keep it at the low total tension level and restring.  It has individual ties for each string.  Tone and sustain isn't too bad.  I'll bring it to 440 since it is sometimes used to play with other instruments.

It's a weird action and damper system.  I haven't seen one like this before.  I'll take pictures as I do the job.  

The only place I might have trouble is the dampers.  It has parchment hinges for the damper lever hinges and leather for the hinge at the joint where the damper wire joins the damper lever.  

My question is:  Should I use parchment or is there something as good, better or worse?  Would a blob of pvce glue work okay and last for the joint?  I'm guessing that using the original materials would be advisable.  But suggestions would be welcomed.  I'll consider them and reject them as required.
