Well, I guess it is implied that the room/house/facility climate control system is one that works properly. Such things do exist. If it doesn't, it is because something is wrong - either the installation or the equipment or the design. Just like a Dampp Chaser - I like them quite a bit, but I have only seen a few installed semi-properly - all others have not had a humidistat. That doesn't mean that Dampp Chasers don't work. Same with room/house/facility climate control system. Installed and designed properly, that is the way to go without question.

You mention budget. If you only install half a system, don't expect it to do what a whole system is supposed to do. That does not mean that a room/house/facility climate control system is a poor choice.

If the room climate is on target and stable, a Dampp Chaser will not improve anything. That is a fact.

Or perhaps, just like a piano that never works right, maybe it is time to look for another technician.
