Overarm router with a miter type slide (like a table saw) with adjustable 
stops fore and aft, and an appropriate diameter bit. Hold or clamp the 
button stock against the miter, index against back stop, plunge bit in, 
push miter forward to front stop, raise bit clear of stock, advance stock 
to next mortice location, repeat.
