What do you mean by the "hammer ratio"?

Now heres a good question for you all

Givens:

An everyday type grand hammershank with hammer glued that has a SW of 10
grams.
A 1 gram peice of lead.
A Hammer ratio of 7:1


Questions:

-- If the lead is installed just under the tip of core does the hammer
ratio change ?
-- Where would you have to install the lead to insure the hammer ratio
remains the same.
