YES

The reason a piano is of low quality is not because of the quality of the 
parts, but because of the quality of workmanship and engineering when the 
piano was made in the first place. If you're just going to replace the parts, 
you'll never hear the difference. If you want to get into redesigning the 
designing the piano, there might be a chance that you can get a decent sound 
out of it. But just replacing the parts with expensive ones is not going to 
do it.
